چکیده

While the regulation of tenancy arrangements is widespread in the developing world, evidence on how such regulation influences the long-run allocation of land and labor remains limited. To provide such evidence, this paper exploits quasi-random assignment of linguistically similar areas to different South Indian states and historical variation in landownership across social groups. Roughly thirty years after the bulk of tenancy reform occurred, areas that witnessed greater regulation of tenancy have lower land inequality and higher wages and agricultural labor supply. We argue that stricter regulations reduced the rents landowners can extract from tenants and thus increased land sales to relatively richer and more productive middle caste tenants; this is reflected in aggregate productivity gains. At the same time, tenancy regulations reduced landowner willingness to rent, adversely impacting low caste households who lacked access to credit markets. These groups experience greater landlessness, and are more likely to work as agricultural labor. ∗We thank Radu Ban and Jillian Waid for research assistance, and the IMRB staff for conducting the survey. We are grateful to the World Bank’s Research Committee for financial support. The opinions in the paper are those of the authors and do not necessarily reflect the points of view of the World Bank or its member countries. We thanks numerous seminar participants. Long-Run Impacts of Land Regulation: Evidence from Tenancy Reform in India

Agricultural tenancy reforms have been widely enacted, but evidence on their long-run impact remains limited. In this paper, we provide such evidence by exploiting the quasirandom assignment of linguistically similar areas to different South Indian states that subsequently varied in tenancy regulation policies. Given imperfect credit markets, the impact of tenancy reform should vary by househol...

Three Essays in Development

This thesis seeks to analyze two questions central to the economic welfare of rural households in developing countries: the trade-offs between equity and efficiency induced by hybrid forms of property rights, and the decisions made by households in the process of human capital accumulation, particularly in early childhood. The first two chapters examine the impact of periodic land reallocations...

Role of Land Reform

This paper uses data from a household survey to estimate changes in land distribution in rural West Bengal between 1967-2004 and decompose these into contributions of different factors. There was a substantial drop in land per household and land per capita, while within-village inequality rose. The latter was associated mainly with rising landlessness induced by high rates of household division...
